So I'm sitting here at the computer downloading and installing a program that bzg gave me (thanks again bzg), and I hear voices. All is quiet at the house, the wife is napping, and the kids are in their rooms doing god knows what. WTF is that? I thought I was hearing things at first, but there is definately a mans voice, muffled and quiet. Okay this is fucked, so I close all the websites and shut down all the running programs. There it is again, a mans voice, and it's coming from my speakers. I cranked the sound and put the speaker to my ear, and sure as shit I am picking up my fucking neighbor on his CB radio! His house is about 150 yards from mine and he is constantly out in his shed on his radio. He has this big ass antenna sticking out of it, but because I am not a huge tech geek I don't understand how I am picking him up in my PC speakers. I have satellite internet from Hughes net.....could I be pulling it from there?

He's probably running a heater(power amp) to up his output above legal limits. It may be putting out off frequency signals which your equipment may be picking up. CB and HAM are within the same HF frequency band. What you can do is report it to the FCC and they'll check it out and fine him if he's doing something illegal.
We had a neighbor when I was a kid back in the 50's that ran a ham radio across the alley from us. His conversations could be heard over the TV. Pain in the ass because you can only hear one side of the conversation.
Now a days I get a bussing on my speakers when some one passes by my house talking on a cellphone or when I get a call if my phones too close to the TV or computer.

Yup, Puss is correct. the wattage he is putting out are being received by your speakers.
Next time, try to annotate it and leave a note in his Mailbox.
Print it out on some official Government logo's paper, i.e. Homeland Security : "We are listening, lower your Wattage".

Go find a cheap cb in a yard sale or flea market,make you an antenna from some speaker wire(pm me and i will tell you how to make it) use a battery charger to run cheap radio, find what channel he is on and lock down the mic. with a rubber band,and place in front of a radio and play some music for him. If your only 150 ft from him he want hear nothing but you. Do this when you hear him on your speakers he will have to quit.If this doesn't work there is a way to add ferrite to your speaker leads to keep him out.The radio is more fun...

Unless your neighbor is exceeding the wattage of his HAM license, there is nothing you can do about it. Given that he is out in his shed all the time, I would imagine he holds the license that allows him to broadcast on all frequencies at the maximum allowed wattage.
