We have in our office a HP2460 printer. we refill its black ink (HP21) because buying a new cartridge every now and then would take toll on our budget. to get additional budget, we put a sign and an honesty can beside the printer so that they would pay (at a very low price) and add to our budget in buying a refill ink.

but there are some employees who doesn't follow this. they usually print their stuffs late at night (not office related), after office hours. (since our computer has no administrator, we cannot monitor who prints during late nights, we'll just be surprised the day after or just days after that the printer has no ink again).

i'm curious if these are possible:

1. is there a software/program that puts a password prompt to the user whenever they try to print any type of document? (we will assign a person to monitor that password and change it from time to time).
2. is there a log file of printed documents/files and how many pages it printed?

i'm really beginning to be pissed-off by those who believe that they have no responsibility whatsoever in maintaining and buying ink refill for the office.
