Power Supply 12V problems???

My computer has been acting strange lately with the CPU stuck at 100% due to svchost.exe (usually). A google search found some other people with similar issues, and they blamed a bad power supply for supplying 4.7V instead of 5V. Mine checks out at 5.1V, but the 12V supply is only running at 11.7V. I see that the only place the 12V leads go is to the mother board. Is my CPU getting temperamental due to low voltage? Do you think these are related? Do I need a new power supply?

Interestingly, the system has gotten a bit more stable since Microsoft sent out the last patch for XP a few days ago...related?

i don't think 11.7volts would be at fault, there are many issues for instability, but your power supply is the "hardest" to crack. inside your system casing are molex wires, usually comes in 4 wires: red, yellow and 2 black (red is 5volts, yellow is 12, black for ground) so you see, your motherboard is not the only one using 12 volts, your aux fan, harddisk(s) and cd/dvd drive(s) are also using it.

you'd be lacking power if your system demands too much. e.g. how many auxillary fans do you have? i have 3 and i dont have any problems even if im using 300watts ps. if you have "2 barracuda hard disk", that would strain your power supply.

i think its the "patch" problem.
