It is my understanding...
- If You Built a Ford F350 with a Big Block, it will get about 8 MPG and thus creates Massive Carbon output.
So, you build a 1/2 Electric 1/2 Gas car that gets 60+ MPG, and you have a tiny amount of Carbon output. When you get a vehicle that is above a certain percent, you get credits to cover you for the Big Negatives.
A way for Congress to make it look like they are pressuring the Manufacturers.
