With AWACS support, F15. For that matter, with any of the long range AtA missles, the F15, at least any of the variants with the large-assed radar would come out on top. Now, in a visual range engagement, the F16 has an advantage in maneuverability, but that comes down much more to pilot skill.

I'm surprised the falcons got behind the eagles; however, this could've been part of the exercise and designed to make the pilots think and react to being ambushed. Personally, I think the eagle has the advantage. I think it has a two person crew, two engines, and faster speed.
