Isn't the cars.gov site for the dealers? I thought the dealer used the system to enter the clunker vehicle data for the rebate.

And, ask how many people have visited the site to get more information.

*blinks* The one has NOTHING to do with the other. This is because some dumb shithead that Obama appointed grabbed the EULA off of secure networks(primarily military) and CPed it. It would be perfectly legal even had the Patriot Act not been passed. The issue is that only an ignoramus or conceited asshole would try to use it on the cars.gov site. Given my take on the competency of the president, it's most probably the former, but still.
