The taxpayers bailed out banking, we are partially bailing out the bid three automakers and now states, municipalities and God knows whomever are lining up and submitting their proposals for their own bailout.
Where do we draw the line in the sand and say "No more!"?

You don't. You don't run congress. Unless you want to revolt, get used to it.

There only so much money in the til. Who do we say yes to and who do we shoot down?

Dunno, how much does congress cost?
Right now, the thought is to run a deficit, even a very large deficit, in order to minimize the economic problems. Even many Republicans aren't batting an eye about the massive amount of dollars being distributed.
Fortunately, it's not just us forking over the cash. The Brits, French, Germans, Japanese, and Chinese are some of the other governments giving to banks and others with their hands out.
I'm not sure where this is going to stop or how much many this will take.
