Your upload speeds are limited by your ISP.
So just make sure no one else in your home is using uploaded at the same time so you get all of the speed possible.
If you're using something like torrents and you want to upload something to a website, stop them until your web upload it done.
That's all there is.

Upload speeds are always slower than download speeds...well that is unless you're a 33.6k dial-up modem or slower then they are equal.
On the average you can expect your upload speeds to be about 40-60kbytes/sec

15megabitspersec not bytes
Mbps is megabits
MBps is megabytes
kbps is kilobits
kBps is kilobytes
So your upstream is about 1mbps or 120kB/s. I don't see what you're complaining about. Hell I want your service....which I can't get

That's because your browser will cache whatever you post, and it'll show up for awhile after you post it, just for you.
Just like when you hotlink from a site that doesn't allow hotlinking, and it shows up for you, and then everybody else gets a red X or(depending on the site you tried to hotlink from) tubgirl or goatse or some other sick shit.
